Toyota Repair: Rav4... No vacuum to EGR, obd ii code reader, vacuum source

Dear Mr. Ritter,
I purchased a used 1996 Rav4, manual trans,113000 miles in April 04. Changed oil and filter, air filter,fuel filter, plugs, front brakes. Everything was fine but now the check engine light comes on. Checked all vacuum line connections. Purchased an OBD-II code reader and get P0401 (EGR insufficient flow detected). Checked EGR modulator filter.OK. Checked EGR valve for operation. OK.Could not find the VSV. It's not where the vacuum diagram shows it to be. Now here's the real puzzle! There is no vacuum at the 2 lines that come off the throttle body marked "P" and "R" to the Egr vacuum modulator. I removed the throttle body looking for an obstruction and found that the 2 ports (P and R)are butted right up against the metal gasket between the throttle body and the manifold. How is the vacuum suppose to make it to the modulator and continue it's path to the VSV and then to the Egr? Am I missing something? Is there a possibility that someone installed the wrong gasket thus blocking the vacuum source? Your help and/or suggestions would be greatly appreciated. Thank You.   Don S.

Are you checking for vacuum at the P+R ports at idle?
There is only supposed to be vacuum at about 15-1700rpm.
If there is vacuum at higher rpm but not on the Q port of the modulator, check the modulator again, remove it and see if air passes through from the bottom port, if it does replace the modulator, there may also be a problem with the VSV it is located underneath on the intake manifold towards the right side of the engine.
