Toyota Repair: 1990 toyota 4runner Speedometer Cable, speedometer needle, speedometer cable

My speedometer cable is making a whining sound and the speedometer needle is bouncing up and down uncontrollably. I have heard that you can replace the speedometer cable by loosing the cable underneath the vehicle ( and sliding it out from this end ) rather than removing the dash board.  Is this true ?  If so where is this point located underneath the vehicle.

It's not that easy, the instrument cluster has to be removed and pulled out enough to release the speedo cable connector at the rear of the speedometer, the cable then passes through a plate on the floor that also houses the emergency brake cable, what we do is cut the plate so the speedo cable can be removed without removing the entire emergency brake cable also, once this is cut the cable can be removed out through the rear of the vehicle, the cable is also attached to the body underneath with metal tabs than can be difficult to get to.
