Toyota Repair: 93 Landcruiser has whirring noise underneath, bit more sense, cylinder engines

I really appreciate your thoughts and I apologize for describing the problem noise so poorly. Trouble with the fan hypothesis is that the sound starts instantly when the engine starts and stops within a second (maybe a 1/2 second) of the engine being switched off. Even if the fan was faulty and started immediately with the engine I can't see that it would always stop immediately when the ignition is switched off. In fact, for the record, if the engine dies for any reason, even when the ignition is still on, the sound stops with the engine.

When I take it in for another quote on the starter I'll see what the dealer has to say about the noise.

By the way, if I'm reasonably mechanical and replaced many starters on cars back in the 60's do you think I should be able to easily replace the starter on this Landcruiser?

It's starting to make a bit more sense to me now, it does sound like the starter may be staying engaged into the flywheel instead of releasing, it is located on the right side of the engine in front of the bellhousing kind of like the old GM six cylinder engines, it's not hard to replace.
