Toyota Repair: No power when gas paddle is step on., toyota corolla, 1989 toyota corolla

Question
I was driving my car and no matter how hard I step on the gas paddle, the speedometer won't go higher than 30 miles per hour. Can you tell me what's wrong with it.

1989 Toyota Corolla, 4 cylinder, 4 door sedan

Ok is it idling on all 4 or skipping, how are the wires,plugs any water in oil(gray=water in oil) check to see if you have any codes, is it carb or injection these were the years you could have one or the other,where is your timing,timing belt been replaced, fuel psi, please try in send just a little more info.  Thank you.
