Toyota Repair: no ac / no fans... living in FL... ugh!, light fuse, good rain

I have a 96 camry 4cl. my ac unit is not blowing cold air. occasionally it does for a minute or so then nothing but air. in the am when the motor is cold, my air will frost up the car, but if i run it in the afternoon after the car's been sitting in the heat, the air is HOT.
also... i just had my fan sensors replaced 16,000 ago, but now they are only running with the ac unit turned on. this happened the day of a good rain when everything was flood puddles.
i also seem to constantly blow out my dome light.
suggestions?

Does the dome light fuse blow or is it just the bulb that goes out? I don't think it has anything to do with the A/C, there are a lot of things that could be wrong with the a/c, the most common are leaks which cause low freon pressure and the compressor won't turn on, the first step of a/c diagnosis is to check the freon pressures, any a/c repair shop can do this and diagnose the problem, another reason that the system shuts off is if the engine is overheating, could this be the case? I'm not sure what's going on with the cooling fans, both are supposed to turn on when the a/c is on, check the fuse for the fan under the hood.
