Toyota Repair: 2000 Toyata Camry, brake dask light wil blink, ie..come and go off.., toyata camry, rear drum brakes

My dad has a 2000 camry, about 40k miles, the dash brake light comes and go off when driving.  (this is the light the comes on when you put the parking brake on)  well the fluid level is fine, the back brakes are good (he even adjusted them up) and he just put new pads on the front.  But the light still will go on and off.  I thought maybe the parking brake needs to be adjusted up (seems loose to me)  but he looked under the car and can't find the cable adjustment.  Where whould this be and would that cause the problem.

Make sure the brake fluid level is up to the "max" mark, if that is the case the sensor inside the reservoir may be the problem, make sure the electrical connector on the sensor is plugged in all the way, brake adjustment has nothing to do with it but if it has rear drum brakes the e-brake is adjusted at the same time as the brake shoes, the wheels have to be removed and there is a rubber plug in the drum, remove it and find the adjuster wheel and turn it until there is a drag on the drum when turning it, if there are rear discs the e-brake can be adjusted in the same manner, the e-brake consists of a small brake drum with brake shoes inside and an opening for adjustment.
