Toyota Repair: delay on start, mounting bolt, toyota van

1986 toyota van :: When I turn the key, there will at times be a delay before the car starts.  Sometimes it will not start at all.  Detail: I turn the key and there is no noise. After a few seconds, it will start normally as it turns over at normal pace and starts after only a few turns.  I replaced the starter with one from the junk yard, and issue remains.  Do you think my new starter just happens to have same defficiency as the old one, could it be the ignition switch or something else?

The starter is not the problem, if this is an automatic transmission the problem may be the neutral start switch located on the transmission where the shift lever is attached, make sure the mounting bolt is tight, try replacing the switch to see if it helps.
