Hi:  I have a 99 Toyota Camry LE with 55k miles.  It is 3 months out of the 5yr/60k seat belt warrenty. :-(  The rear center seat belt rarely get used, but made a whirring noise after it was put on.  Now it will not retract and hangs out at full length.  There are no twists in the belt.  
Do I need to replace the assembly?
Any change of getting Toyota to help out with it as the center rear belt rarely gets used?
My Haynes manual does not discuss seat belts.  Is it something I could do myself?  Would I repace the seat belt assembly, or take it apart and repalce a spring?
I assume I would need to remove the rear seat and part of the rear deck from the trunk area?  Are there any pre sensioners or electronics I need to worry about?

You need to talk to the service manager at the Toyota dealer to see if they are willing to do a "goodwill warranty" on the seat belt since it is just barely out of warranty, there are no individual parts replaceable the entire seat belt has to be replaced.
