Toyota Repair: idler fan bracket, toyota 4runner, fan shroud

Question
I need to replace the idler fan bracket on a 1990 Toyota 4runner V6. Do I need to remove the front cover?  Do I need to drain the coolant? What is the procedure?

The top part of the timing cover has to be removed along with the fan and the power steering and alternator belts,the fan shroud and the top radiator hose also need to be removed and the power steering pump bracket,then you can remove the rest of the 14mm size bolts to remove the bracket.
