Toyota Repair: 97 Camry LE adjust rear brakes?, rear brakes, ratchet wheel

Could you briefly recap adjustment procedure? I'm still thinking that I must have missed something. How tight should the hubs be in turning by hand? Thanks.

Question -
Replaced the brake shoes on the rear of our 1997 Camry LE 4cyl recently.  The brakes on this car have never felt that great and now I have the sensation that the rears are not doing as much as they should.  The parking brake feels ok. What am I missing in adjusting the rear brakes? The replacement shoes are factory parts.
Answer -
If the emergency brake handle pulls up with about 5 to 6 clicks the rear brakes are adjusted correctly, a lot more than that and you need to adjust the rear brakes again or maybe somehow air entered the system and the air has to be bled out.

Remove the rear wheels, there is a rubber plug on each brake drum remove them, unless they are already gone, look in the opening with a flashlight and locate the adjustment ratchet, it can only be turned one way, insert a screwdriver and move the ratchet wheel in a downward direction, if you are doing it right you will hear a clicking noise, do this only until you feel a slight drag when turning the brake drum by hand.
