Toyota Repair: 4Runner power antenna, power antenna, sound questions

1997 4Runner, V6, 4WD, AT
The power antenna no longer operates, doesn't go up and down but can be moved by hand. When the ignition switch is turned on there does not appear to be any sound from the antenna motor (have tried to make sure the stereo system has been turned off)however when the ignition switch is turned off it sounds as if the antenna motor is making a rather laborious sound.  
Questions:
1: Is the antenna accessed thru the wheel well?
2: Inside the wheel well is a liner held in place by what I presume are button clips(for lack of a better term). Do these pry out and should I expect them to break in the process? Or how do I remove them to remove the liner.
3. Is there a way to temporarily disable the antenna motor so no further damage is done until it can be repaired properly. Still need to be able to drive it.
4. Should I expect to have to replace the entire motor?
The only repairs this car has needed other than routine maintenance has been an ignition switch and starter.

all you answers are right execpt. you can't disable  it really. it's had it. and # 2 pry out the buttons. i would replace the unit if i where u, unless you want to take apart the ant. that up to u. the whole assembly will run $150 or so. if you take it apart and just get the ant stick you looking at $50.00
