I have a toyota camry (1990). All four power windows will not work. I checked the fuses and they are fine, also the automatic seat belts do not work either. I hope you can help me in figuring out the cause of this.

There is a circuit breaker located behind the left kick panel where the fuses are, you need to remove the kick panel and look for the breaker, it is about the size of a nickel, it has an aluminum colored top with a small hole in it, insert a toothpick into the hole to reset the breaker, you will hear a click noise indicating it reset.
Most of the time this breaker opens is because there was direct short circuit to ground somewhere, the most likely cause is a window motor than seized or burned out.
