Toyota Repair: turn signal flasher, sienna mini van, emergency flashers

Question - Ted, I replaced both the flasher fuse and the hazard fuse, but still no luck.  If I wanted to replace the flasher, is the fuse block you referred to under the hood, or inside the car?  Could this problem have anything to do with burned out bulbs?  The front bulbs I can see are burning when the headlights are on, but the rear bulbs only light when the turn signal or hazard is on - right?

Where is this located?  I have a new one, but can't locate the old one.

The relay is located on the backside of the fuse block, you have to remove it to get to it.
Can I ask you what the reason for replacing it is because I have never seen a turn signal flasher fail on any Toyota in recent years, what I'm getting at is that it may not be the problem.
If you'd like to tell me what the symptoms are maybe I can save you some time.
The turn signals and emergency flashers are have stopped working recently.  I replaced the fuse with a new one, but that didn't help.  I thought maybe it was the flasher - I had replaced these on American cars in the past for the same reason.  Using the turn signals produces no clicking noise at all - same for the emergency flashers.

There are two fuses that need to be checked, I know you said you replaced one.
Check the 10amp hazard fuse and the 7.5amp turn fuse, if they are good let me know and I'll investigate further.

The flasher is located inside, on the panel below the steering wheel where the fuses are located, it's either on the front or the backside.
I guess it wouldn't hurt to go back to basics and make sure all the bulbs are good and they are not mixed up, some have two contacts and some have a single contact.
Look inside the sockets to see if threre are one or two and install the correct bulbs.
