Toyota Repair: Power steering fluid, power steering fluid, toyota corolla

Question
I had a 45,000 mile check at my dealer.  Car is a 2000 Toyota Corolla. He's telling me the power steering fluid is dirty and needs to be replaced, to the tune of $200.  Is this the proper time to change power steering fluid?  If so, is it something I can do myself?

Answer
That sounds questionable to me at this mileage, don't waste your money, I could understand the need to do this if it had a lot more miles on it(90,000) or so. Check your owner's manual and see what it says about flushing or replacing the power steering fluid.
