Toyota Repair: Hard starting cold, air control valve, good luck jack

Question
I have a 97 Toyota Camry with an unusual problem.
When the car is cold (below freezing only) it takes several attempts to start.
The starter turns over but no matter what you do with the gas pedal it stumbles (too much air or not enough gas symptom). Last year I did a timing belt, plugs, air cleaner & fuel filter. I also changed the PCV valve. It seemed to make the difference. The PCV valve was so bad it didn't “clunk”.

The car has 70,000 miles and in very good condition. It's only is driven 5 miles or less from job to job.

Could this be a cold start intake issue. Don't know the technical name something like cold start intake valve?

Thanks in advance

Answer
My best guess is to have the idle air control valve cleaned. Almost any Toyota dealer can do this for you.
You may need to start to have longer trips, that will  help if you continue to have short trips you may want to change your oil every 1000 miles.
Good luck
