Tractor Repair: 1070 P.T.O problems, output shaft, gears

Question
I just recently purchased my 3rd 1070 it is a 1971 model my other 2 are 78 models. I purchase these tractors because they are good on fuel and i can fix pretty well, but the 71 model has me stumped. It has the dual p.t.o shaft when you have it set up for 540 it runs at the right speed but as soon as you hook it up to an implement it will not run the implement and you can turn the shaft by hand both ways. But you set it up with the 1000 end it locks and can't turn it by hand and runs what ever you hook it up. Any info would be graciously accepted. I just found this site tonight and find it very informational and helpfull. Thank You in advance for any advice. Todd

Answer
There is a spring loaded shift collar inside that shifts the speeds when you reverse the output shaft from 540 to 1000 or vice versa.  There are two small pins that connect the shift collar to the spring loaded sleeve and sometimes the pins break or come loose.  Then it will not shift speeds properly or may not stay engaged in the speeds.  There is also an idler shaft between the pto clutch and output shaft that has two different size gears to drive the two different speeds.  Check that the 540 drive gear is not slipping on the idler shaft.  The pto would have to be removed and disassembled to check both of these items.
