Answer
First I would suggest checking the hydraulic pressure with a gauge to eliminate any guessing.  You can plug a gauge into a remote coupler and pull the remote lever to do a quick check.  You should have at least 2000 psi.  The relief valve is located in the multiple control valve in front of the left rear axle.  The filter is mounted to the outside of the multiple control valve and the pump is mounted to the inside of it.   You can see a breakdown of the parts by going to caseih.com and selecting parts and services, then select search for parts.  Type your model in the search box and click search.  Select your model from the results and go to the hydraulic section.  You will be able to see exploded views of all the parts and the part numbers.
