Tractor Repair: 275b international, throttle linkage, diesel tractor

Hi my father 275b international diesel tractor has a power lift problem and the engine is full of oil.It seems that the oil from the power lift sump<which gets low> is leaking into the engine sump<witch gets high>.What could be the cause of the problem and where do i look at first.There is also a problem with the engine reving high with no control with the throttle lever,can the two problems be link?

Answer
  The seal on the engine mounted hydraulic pump is leaking hydraulic oil into the engine.  If the pump is not worn out, the seal can be replaced.  If the pump is worn out, just replacing the seal will not help and the pump should be replaced.  Check the throttle linkage from the lever down to the injection pump to make sure nothing is unhooked or broken.  If it checks out OK, then there is something wrong with the governor in the injection pump.
