Tractor Repair: 1947 farmall B starts but will stall when there is a load put on it, vacuum leaks, farmall b

I have a 1947 farmall B gas farm tractor. I got this 2 years ago as a project. It was a pile of parts. I assembled the engine and had to buy some parts that were missing (timing gear,governor gear,2 valves and a carburetor). I got the tractor started then took it all apart and sanded it down and painted it then reassembled it. It starts and runs pretty smooth at low RPM but if I try speeding it up or drive up a hill it will stall out. The timing is right on the timing marks on the gears I have checked it a few times. The timing marks on the magneto gears and the rotor gear are not there I had to find what works best as far as starting the engine. I think it has something to do with the carb and governor but I can not figure it out. Any help would be appreciated, thanks John.

 I'll bet that if you pull the choke out when it starts to die, that it will help it stay running.  
Either the carburetor needs a good cleaning, or there is a fuel supply problem from the tank.  Remove the fuel line from the carburetor and see how much flow you get from the tank.  It must run full stream to get enough fuel when the engine is under load.  If you only get a small dribble, there is a restriction where the fuel comes out of the tank.  If the flow is OK, the float in the carburetor could be set too low, or the jets are plugging up.  Also check that the intake manifold bolts are tight so that there are no vacuum leaks.
