Tractor Repair: 1600 Ford Diesel Tractor, fuel injection pump, ford diesel

My fuel injection pump on the high side had a crack in the casting so I bought a 1700 fuel injection pump.  There are slots on the pump and on the 1600, the pump was all the way to the right when it was installed.  On the 1700 it is all the way to the left and a little diesel leaks out.  The timing marks are straight across.  The engine has no power and white smoke comes out of the exhaust.  Can I move the slotted gear of the injection pump one tooth off or down and this will fix the problem or not.

Did you have the unit at tdc when you removed the old pump?
Where is the fuel leaking from on the 1700 pump?
If it leaking from the seals the pump needs rebuilt.
I'm not sure if this pump is interchangable with the 1600.
Let me know what you find out and we will go from there.
