Tractor Repair: Ford 2000 clutch, clutch pedal, rt side


Question
I'm helping a friend with some work on what we think is an early 70's Ford 2000 utility.  The clutch pedal feels like a 2-stage clutch, but the pto stops along with the tractor when the pedal is pressed half-way.  Should this tractor have such a clutch?
Also, what is the function of the small lever on the rt side of the rockshaft housing just foreward of the three-point hitch control?

You are right this is probably a two stage clutch model that doesn't have an independent pto so it is going to stop when you put in the clutch.  The small lever is the height selector when you now exactly where you want your implement to be then you move that lever there, so when you raise it at the end of the row you can move right to that position when you put it back down on the ground.
