Tractor Repair: Tractor will not move, broken shaft, clutch

International 504 Tractor runs good, but you can change gears without pressing clutch. Tractor will not move in any gear. Jacked tractor off ground, put in gear and wheels will will turn just a little, but make a popping sound. We can grab wheels and they will stop. PTO still works good. If we try to turn wheels with motor not running, one will turn forward, and the other one tries to go backwards but never does...Thanks for any advise

  If the gears grind a little when you put it in gear without using the clutch, then the transmission is turning and the differential has probably failed.  If it doesn't grind at all, then either something is wrong with the clutch or there is a broken shaft in the transmission.
