Tractor Repair: IH 784 wont start, battery blanket, battery engine

Hi,

I have a IH 784, 1979, approx 6k hours. I live in a cold climate, and tractor wont start. cranks, but not fast enough for diesel to catch. Brand new battery, big block heater, battery blanket warmer, battery tests at around 13volts. I'm thinking solenoid or starter? am i wrong?

Im pretty mechanically inclined, everything up to major engine work is fine by me.

  With a new battery, engine heater, battery warmer, etc., it should spin over pretty fast.  Make sure there is a good connection where the negative cable grounds to the tractor chassis.  If it still spins slow, the only thing left would be to repair or replace the starter.  Make sure there is smoke coming from the exhaust while trying to start it.  If not, then it is not getting any fuel.
