Tractor Repair: IH Hydro 84, duty mechanics, international harvester

Im a student at the local collage taking heavy duty mechanics, im currently  working on a international harvester hydro 84, the owner of this tractor seems to be having transmission problems.
He says that when the engine is warm, the tractor can no longer pull a medium load or drive up a slight incline, however if he backs up a hill it works, the engine speed is not pulled down, it just stops moving.
There is also oil leak showing but have not tracked it down yet. Could this be the relief valve, and if so where is the valve located, if not what else can cause these symptoms.

  It is possible that the forward relief valve is faulty, or a bad capsule in the control valve, but there are so many other things that can cause trouble, and so many troubleshooting steps that there is not enough space here or time to write them all.  A hydro is a little more difficult to diagnoseTo see a breakdown of the parts, where they are located, and the part numbers, go to caseih.com and click on parts and services, and select online parts search.  Enter your model, click search and select your model from the results.  You will then be able to look up all parts for the tractor.
