Tractor Repair: POWER STEERING lag on 806 and 1066 FARMALLS, torque amplifier, transmission housings

i have an 806 farmall and a 1066 international, when you start them both, they tend to take a while for the pressure to come up in the steering system. you sometimes have to turn the steering wheel back and forth for up the 5 minutes before you can steer the tractor. the pto clutches work, not sure about the brakes as the tractor is not moving[at that point]. on the 806 i've had the front hydraulic pump off. also there is a small plastic, what i think to be a check valve, with a spring behind seemingly in the right place.i took all of the valves out of the mounting block and they all appeared to be clean and servicable. i haven't been into the valve that sits up above the side plates. any help will be greatly appreciated.

  The pump mounted to the inside of the multiple control valve is for steering, brakes, and torque amplifier.  The pto has its own pump, and the pump just in front of the left rear axle is for the hitch and remotes.  The plastic sump check valve and spring you mentioned are very important to the operation of the steering, so they must be in perfect condition so that it will seal correctly.  The steering taking a long time to start working is usually a sign of a worn out pump or a suction leak between the filter and the pump.  Make sure all multiple control valve gaskets and o-rings are in good condition.  There is also a suction tube o-ring between the speed transmission and range transmission housings that can cause a suction leak.  Don't know what you mean by valve up above the side plates.
