Tractor Repair: to 20 eletrical, spark plug wire, eletrical

electrical piece
i have a to20 that stayed under a shed for 5 years [i drove it in) that won't fire now.  I have installed a new 6 volt battery,coil,coil wire,points and condenser,rotor button,rotor cap,plug wires,and spark plugs. the wires don't look to be chewed on and still wrapped in its original wiring tape. any ideas? I'm sending a picture of a electrical piece. do i need this too?

  It looks like a voltage regulator in the picture.  This is for the charging system only and does not apply to the ignition system.  Your problem may not be ignition related.  Remove a spark plug, hook it to the spark plug wire, and ground the threaded part of the plug against the engine where it will get a good ground.  Crank the engine over and see if there is any spark.  You have replaced everything on the ignition system, so my guess is that the fuel system is the problem.  If it sat for 5 years with gas in the tank, that gas is stale and must be drained out, the tank should be flushed out, and new gas put in.  The carburetor may be gummed up from the old gas also.
