Tractor Repair: Ford 4630 PTO Problem, ford 4630, clutch plates

I have a Ford 4630 I have owned for about 6 months.  I am not sure of the number of hours on the tractor as the meter is broken.  I have moderate mechanical skills for performing general maintenance and minor repairs, but have major repairs done professionally.  My problem is the PTO turns constantly, regardless of the position of the control lever, or the position of the clutch.  I just noticed it this past weekend, and haven't tried any repair or diagnostics yet.

  If you can feel the lever snap into position, then there really isn't anything else you can do to repair or diagnose from the outside of the tractor.  It will have to be split between the transmission and rear frame to repair the pto clutch and brake.  Either the pto brake band is broken or the pto clutch plates are warped, or the oil distributor support pin is broken off.  All you can do on the outside is check the operating linkage or cable.
