Tractor Repair: ford 3910, ford 3910, model ford

Question
i have an 82 model ford 3910 had quit running got running again but something not right. put new coil points condenser and rebuilt carb. when you pull throttle full open the engine speed only opens to 1500 rpm. it doesn't speed up all at once either. it speed up little by little. could timing be out? had at garage and man wanted to tear the motor down and replace push rod? also it will backfire through intake. any help would be welcomed.
thanks,
 earl

Answer
Hello,

Sounds like a governor problem if it won't speed up the way it should when you open the throttle.  If it backfires through the intake, either an intake valve is not closing or an exhaust valve is not opening.  The governor and valve train should be inspected.
