Tractor Repair: ford 1715 diesel tractor, crank shaft, injector pipes

replaced crank shaft and now it will not start.  alligned 2 dots on crank and next gear.  alligned 2 (0s) on second and cam shaft gear.  Am convinced it is out of time.  Fuel lines are hard blead, even pulled tractor a mile at 1000 rpm. fuel coming out of manafold,very good compression, will not fire with fuel, wd40 or ether. Has not fired even one time, I can take it apart and put it together blindfolded.  worked on it all summer.  Question:  What can I do to the timing other than allign up 2 dots on crank and second gear and 2 0s on second and camshaft gear.  Also I set valves clearance to .008 inch. rechecked several times.  Thanks for your answer.  Gary

You seem to have done all the right things, and been very logical in your approach.
So iam going to suggest some extremes ------
Does this engine have piston recess in the crown? Some times called mixing chambers were fuel is injected /mixed if so are they in the right way round—do they line up with the injector?
Indeed did you replace the pistons / liners and are they right ones for this engine??
Are the injector pipes connected up to right injector? Expect you have checked these 50 times.
Is it possible to fit the camshaft incorrectly – I doughty it.
Is the fuel fresh and it is diesel??? Iam struggling for ideas !
The injector pump was working before the strip down, have you changed it.
It should fire at some time Evan if the injectors are poor.
It was the correct crank? But it would not go back together if it were not!
Do you use a heater plug for starting not often fitted these days?
One idea that I have seen used under very extreme conditions of poor starting, is to put a naked flame in the inlet manifold, (after removing the air filter!) then turning the starter
But this should be carried out in the open with great care.
