The mower will not start after running out of gas. It seems to be flooding the motor. Gas is coming out of carb. Float bowl is not stuck. 2004 with 27 hp kohler motor (V-Twin) Has a screw in valve on bottom of carb with wire attached.

The most likely problem is that the float if it has one is stuck in a position that lets fuel run strait into the carb/engine
–Depending on the type of carb it is!
Or perhaps that there is some other obstacle blocking the normal passage of fuel. If you can strip it down and check  --compressed air is useful in this type of case. If you ran out of fuel then there is a strong chance that sediment from the bottom of the main tank has crept in to the system. Blow it through if you can Evan a car type foot pump would do!
Not sure what the screw in valve is, does the carb have a separate choke control is this jammed open –just a thought.
