Hi Chris. What does the manual say – these are available Inc WWW these I believe can also be had on CD, which is very handy.
As to your problems the steering and 3 pt lift are normally separate systems. With different pumps.
Always check the simple and obvious things first.:--

Is there any oil in each sump/tank and is it at the right level !
NEVER UNDO INSPECTION CAPS/COVER WITH THE ENGINE RUNNING YOU ARE LIKELY TO GET AN EYE FULL OF HIGH PRESSURE OIL !!!!
The filter could easily be blocked but check the oil level in both gearboxes –front and rear.
The power steering system is normally powered by a pump mounted on the left side of the engine and driven by the timing gears pipes from this may run from this to the steering box and from this to the hydraulic ram on the steering box its self.
The main lift hydraulics is powered by an internal pump deep in the rear transmission, and is a major job to get this out and repair.
But this pump rarely needs much attention and should last for years.
THIS IS PROVIDING IT HAS HAD ENOUGH OIL IN THE SUMP TO KEEP IT SUBMERGED, SHOULD THIS OIL NOT BE SUFFICIENT THE PUMP/GEARS /PTO/REAR AXLE BEARINGS ETC WILL DETERIATED VERY QUICKLY AND COULD END UP AS SCRAPE.
The question is was this all working when you test-drove it, before purchase?
Check these things and get back to me.
