Hi Howard, the above carb was dismantled and cleaned very well,however the car has trouble starting when cold, ie first start of the day!!. I'm not sure if the starter assembly is correctly working . There is a little flat plate that has 4 very small holes (different sizes) that is spring loaded in this assembly and i'm assuming that this creates the gas MIST! Does this plate have to be oriented a certin way in relation to where it seats i n the assembly. Should there be a gasket where the assembly mounts to the side of the carb??. Sorry if this description is VAGUE!!  Thank-you for your time,  Wayne...

Hi Wayne,
If you are talking about the round disk plate with the holes in it on a manual choke Stromberg carburetor. The holes line up with holes in the side of the carburetor to draw extra fuel into the engine for cold starting. The size of the holes controls the amount of fuel allowed in to the engine. As the disk plate rotates that is what controls the amount of extra fuel.
The disk mounts on it's shaft with a single flat so it stays oriented correctly to the shaft and a spring behind the disk plate keeps the disk in contact with the side of the carb. As you pull the choke cable you move the outside lever which rotates the shaft and thus rotates the disk.
There is no gasket on the disk itself but there is a gasket on the housing that contains the disk. This is necessary to stop fuel leaking and air leaking in when the choke is applied thus lowering the amount of fuel drawn into the engine when the choke is on.
