Triumph Repair: Spitfire choke?, water hoses, water temperature

I have a 1980 1500 Spitfire, is it meant to have choke? there is one spare item on the dash that doesnt seem to work or move so i can only presume if it did have choke it's been disabled.. any help in identifying it at all? or if it's been converted to automatic choke?

The 1980 Spitfire was equipped from the factory with a water temperature controlled automatic choke.

It's possible in the 28 years since the car was built someone has retrofitted it to a mechanical choke setup.

Look at the carb and see if there are two water hoses going to the firewall side of the carb.
