Answer
Joe,

Which car are you working on?  A TR6 or a Spitfire 1500?

You can usually remove the trunk lock by removing the screw that holds the cylinder into the lock bracket.   A good locksmith can usually make a key from having the lock in hand.

As to the ignition lock, Triumph had to make it difficult due to US regulations on theft prevention.

One possible solution is ot request a British Motor heritage certificate for your car.  It's a build sheet on the car as it left the factory and it will list the key codes for the ignition, doors and trunk.  There are locksmiths in the US that can cut keys from the codes.

You can get your BMHIT certificate by filling out the form at:  http://www.heritage-motor-centre.co.uk/archive/certificateapp.html
