QUESTION: will start on a tow wont start on a jump tried 2 new batterys in it

Answer
just because the relay clicks doesn't mean it's working - try a new starter relay, also try jumping a wire from the battery + terminal to the starter's solenoid terminal (the thinner wire) make sure it's out of gear since if the starter and solenoid are working it will crank the engine.
If it will crank like this its definitely a fault with the starter switch/wiring or relay, or a fuse.
Swap the relay and if there's no difference then most likely it's the ignition switch itself (you can test the ignition switch by hot wiring the starter wire at the steering column, if it will crank when you hot wire it at the ignition switch then the starter contact of the switch is worn out, fit a new switch.
If you cant hot wire the starter, and the relay and fuses are fine then it's a burned out wire, possibly the one to the starter solenoid, or even a bad connection to the positive battery lead, so check the battery lead and solenoid lead for burned out parts, the insulation will cruble away from severely overheated wires, so check they are supple and any cracks or darkened/chipped away parts should indicate a possibly bad wire and candidate for replacement, hopefully it's not a wire and just the relay as I think, then if not just the ignition switch... go from that.
