UK Car Repair: will not start after stallout, sudden jump, hlp

every thing was fine til i started the vw when it was engaged in reverse [car jumped ],i took it out of [manuel ] reverse and nothing not even a click,, i have 13v. on battery,and 13v. to starter power cable.. now what can i do ,test, should i push start it and then engage the key to start it after it is running ??? did i blown my selinod or the whole starter??
plz hlp.

It's odd, I'm assuming the sudden jump dislodged something, it's also possible that you damaged the ignition switch if your hand was on the key when it jumped, I can't think of anything else.  What year and model is it? If you push start it the key will have to be in the ON position!
