You mentioned that "One thing first, when you go to start the car, instead of taking the key to the full start position turn it till the dash lights operate, now turn it off, try this 4 or 5 times and see if it makes a difference."

I have a similar problem with my Citroen Berlingo Diesel.  After turning it on and off for about 5 to 6 times, the engine starts.  Does this mean that the sensor is faulty?

Answer
No, it means the fuel system is losing pressure somewhere. As a consequence when the engine is started from cold there is no fuel pressure in the lines and so it takes time for it to build up with the engine turning on the starter.  The key process allows that build up before starting, saving wear and tear on on the battery, starter etc.
