Volkswagen Repair: on board diognostic, vw golf gti, emissions control

I have a 96 VW Golf GTI that cannot be tested for emmissions because the OBD system is not ready.  What does that mean and how can it be fixed.

How long have you owned this car?  Has it been in the family for a while?  Is there some way to get some repair history for the car?  Has the timing belt been replaced recently?  Have any of the major emissions control components been replaced recently?
I have not been prompted to ask so many questions of a "questioner" for some time, but I do so because there are many different possible causes for such a message.  I could continue with a long winded explanation, and ultimately solve/answer your concern here today.  However, you would become bored, and tired of me droning on.  So, do this much for me...tell me how long you personally have owned the car.  Please, also tell me if there have been any recent repairs, and what they were, and what they involved.  Details here are real important.  Finally, and this may be the most helpful part...were any of the recent repairs done at a Volkswagen dealer, because they keep a detailed repair history on every car they service filed according to the vehicle identification number, or simply "VIN."  I'm sorry to ask for so much, but I could really use this information to isolate the cause for you.  Thank you, so much, Debbie, and I'll keep checking for your follow up the rest of today, Saturday, and if need be tomorrow, Sunday, as well.  Good luck, and happy hunting.  I don't need the VIN.  That kind of information shouldn't be given on this forum, for everyone to see.
