Volkswagen Repair: 99 Jetta cigarette lighter fuse replacement, fuse panel, cigarette lighter fuse

I believe the cigarette lighter fuse is blown.  I cannot figure out how to get above the relays to where that fuse is, as the manual states.  I can get to the main 22 fuse panel just fine and I can see the relays.

Hi Andy;
There should be a card in the fuse panel door that tells you exactly which fuse it is, and you shouldn't have to remove , or go behind anything to get to it.  Is this an early 99, ie., A3, or is this a late production 99, A4 platform car?
A3's have the fuse panel at the top of the kick panel area.  A4's have the fuse panel at the end of the dash.  There should just be a cigarette lighter fuse readily serviceable in both cases.
