Volkswagen Repair: Jetta 2000 - A/C, color dye, oil charge

-air conditioner not working
-mechanic has confirmed that it's an electrical problem; but, can't find it (has spent the last 2 days, unsuccessfully, trying to determine root of problem)

Kelly, thank you for your question.  Usually when an AC unit is not working it is because there is not enough Freon in the system.  Normally, it takes about 1 to 2 12 oz cans of R134a plus oil charge to pump up an AC unit.  Also another thing that can be the problem is a leak in the system.  Leaks are easily detected by use of Leak Detector.  It contains a red or other color dye that shows where your leak is.
