Volkswagen Repair: Engine will not start, spark plug wires, volkswagen engines

Question
1966 type 2, bus (12 volt system w/1600 engine and dual 40 carbs)
I recently just replaced the long block. After I installed everything, the engine will turn over, but it does'nt even sound like it wants start. It does like to back fire though. I've put many volkswagen engines together and never had this problem. I've rechecked everything over and over to ensure everingthing is connected correctly.

All the parts and components worked before I replaced the longblock. I'm recieving fuel to the carbs (with good air flow) and I have spark going to the distributor. From the distributor it seems I'm not getting good spark too the wires, so I replaced the distridutor with a known workin one including the cap and rotor. I also checked the point gap, wire order, conuinty from engine to ground, and ensured I was'nt 180 out. I even had a older ignition coil I swaped out, to check. After everything I still have the same problem. I'm at a lost, so any advice you could give would be much appreciated.

Answer
Curt, thank you for your question.  Several things come to mind.
1.   Did you adjust the valves in the correct order: 1,4,3,2.  this is most common reason for backfires
2.   check for the contact rod up inside the distributor cap
3.   check the wire ends that screw in to the spark plug wires
4.   measure the ohm value of the rotor; should be 1k ohm of resistance
5.   Check to see if the receiver inside the resistor has not fallen out or the clip is gone.
6.   The spark plugs could be gas fouled too.

Hope this helps, let me know if you need more help.
