Question
After going out to the car, I remembered doing this a month ago( its been that long). Also, I failed to state that the 'chech engine' light is also on. I also rechecked the wires at the distributor. Any other suggestions? Thanks again. Frank  -------------------------

1995 Gulf III celebration edition. Approx.108k mi. Climate is damp, Long Island NY. Unknown maintance - was told it sat for two years. The person who sold it to me used it for about five months. The car seems to be held back like it has a governor until it reaches 38-4300 RPM then it frees up. I replaced Plugs (old ones were like new),Cap,Rotor. Still no change. A mechanic changed the wires. No change. Then he took it to another shop. The computer code told him its the distributor. He says that he tried exchanging it with one from a junk yard, twice. He also says that he changed the fuel filter,checked/exchanged the crankcase sensor, checked O2 sensor. He says that the car runs better but still seems to do the same thing. The problem is still there , now he says it could be the computer. I don't think so. It seems beyond both of us. Any clues would be helpful, better, would be the solution. Thanks for your time.

I've seen some problems around the intake manifold that sound like what you're describing. First move the throttle body back and forth from the top and watch the rubber base, look for cracks or change in rpm's.
Then squeeze the 4" hose to the right of the intake manifold, that has a 90 deg bend in it, listen for a vacuum leak. If either of these is broken, replace them, you should notice a big difference.

I'm glad you told me the check engine light is on, have a local VW mechanic check the codes.  You may need to replace the 02 sensor, sitting for so long could cause it to be plugged or corroded.  Sometimes the catyletic converters get plugged as well, but this is a very expensive repair, check the codes to be sure.
