Volkswagen Repair: cooling system, silicone hoses, temp gauge

1990 golf 1.816v eng num kr
My overheating light keeps coming on even though the car is not overheating. i have had a new thermostat waterpump cambelt,flushed the hole system. i fitted silicone hoses i have done the temp sens, radiator fan and fan switch. Ever since that she has been running a bit hot but not what i would call overheating,the temp gauge goes halfway and maybe a mill or two over, and the oil temp is normaly 116 when the light comes on

Answer
There are 2 seperate sending units, 1 for the temp gauge and the other for the temp light.  My guess is that the one for the temp gauge is working but the one for the temp light is broken.  I believe the sending unit is on the side of the head near where the hose connects.
