Volkswagen Repair: radiator replacement, radiator replacement, upper brackets

On my 2000 Jetta radiator needs to be replaced.  Haynes guide states removal of bumper AND fenders necessary to gain access.  Fact or fiction?   Thank you

While I don't know for sure - no car to see- sounds more like fiction...does the motor come out that way too?  Open the hood and take a look...2 rad hoses off and a couple of upper brackets(the rad sits in rubber mounts).  Would be the stupidest thing ever in design.
