Volvo Repair: 1996 sedan, needle nose pliers, hood latch

QUESTION: Hood latch is stuck.  The first release in the grill.
No evident corrosion and thoroughly lubricated. No amount
of
yanking with needle nose pliers or hemostats do anything.?

ANSWER:    Doug, do you mean the safety release after the cable is pulled and the hood pops up a little?

QUESTION: Nope the cable.It stretches a little but will not release.
Stuck.

Answer
  Unbolt the handle, then pull the inner cable with a vise grips until it releases. You may have to pull really hard. If you have a helper, have them push down on the hood near the latch to facilitate release while you are pulling on the cable. HTH
