wipers not moving but can hear wiper motor working. is it bad arm , gear in motor? front windshield 1999 volvo v70

   John, the wipers are probably just loose on the posts. Shut everything off. Flip up the little plastic cover at the base of the arm. Tighten the nuts and retest. This usually happens when people (mostly women, sorry ladies it's true) Do not know to go free the blades from the snow/ice on the windshield and just turn the wipers on after a storm. You'll see it a lot this time of year.
