Volvo Repair: High CO reading on emissions test, emissions test, cat converter

QUESTION: I have a 1989 240GL that continues to fail the emissions test due the CO readings 1.74 max allowed is 1.04. I have replaced the air mass meter, oxgen sensor, new plugs, wires, replaced all air intake hoses, cleaned the intake valve, replaced all the intake gaskets, replaced the fuel injectors seals,replaced the air filter. What else do I need to replace or have checked? Engine light does not come on. Thanks for your time.

ANSWER: Phil, I dont deal with emissions in Florida but the only thing you havent changed is the actual Cat Converter.  There is nothing else left to change as far as emissions.  Roger

QUESTION: Randy, the NO rating for the cat converter passes, so that is why I haven't changed it. How does the cat affect the CO? Could the temperature sensor or thermal switch have anything to do with the problem?

Phil, It doesnt make sense why its high.  Thats what Im trying to tell you is that Emissions here in Florida do not exist so Im not really sure.  The temp sensor does control the amount of fuel, but the 89 does not have a thermal time switch so I would rule that out.  Not sure what else to tell you.  Where are these tests being performed?  Roger
