Volvo Repair: 83 245DL died and will not start, engine wiring harness, fuse panel

I have a 1983 245DL B23F(non turbo,LH-jetronics ignition w/auto Trans.  2 days ago I was driving on the freeway at about 65- 70 mph when the car started to loose power.I watched as the speedo quickly dropped 60mph then 50mph then 40mph and then shut off.  I was able to coast to the right side emergency lane of the freeway. It cranks but will not start. Here is what I have gone over so far...  There is spark. I pulled the coil wire off the distributor and verified spark against the strut mount bolts while my daughter cranked the ignition.  I also verified that the timing belt was not broken by pulling the distributor cap of and verified the rotor turned while cranking. I did not hear the fuel pumps whizzing when the key was turned to on so I checked the fuel pump fuses and its fine.My fuse panel is clean with no corrosion on any terminal. I checked the fuel pump relays & pulled it out and jumper the relay and then heard only the intank fuel pump whiz.  I guessed it might be a bad main fuel pump under the car so I replaced it and the fuel filter with new parts. Still will not start.  I also swapped out the fuel pump relays with old spares I had (but they may be bad too).I do not hear the fuel pumps whizzing when the key is turned on or cranked. If I jumper the relay connector again only the intank pump whizzes.  I tested new main fuel pump I bought by touching the pumps terminals with 12v power and it runs. My guess now is the relay since it is the only part I have not replaced with new parts.  But why only the intank pump whizzing when I jumper it?  Could it be the wiring to the main pump?  Help me.The car has been running fine for the past 10yrs up until it died on the freeway.  Thank you in advance for your help.

Aldo, from what you are telling me, the only other thing you forgot was the main ECU or possibly the engine wiring harness.  This is one of the hardest things to help you with on this site.  I have to do my own tests and make visuals to see what is going on.  How about the ol in line fuse trick at the battery terminal?  Roger
