Volvo Repair: Volvo 940 TTurbo 1993 Poor fuel economy, poor fuel economy, buenos aires argentina

Question
I own this car since new.Now just 70.000 miles.I am experiencing a troubling fuel spenditure.
As an example, I did two days ago 460 miles on highway, constant speed between 80-90 mph and spent 1 gallon for each 25 miles .
Back in the city , I cannot drive more than 12 miles per gallon.
That is a constant for 3 months now.I have been at the Volvo offices, all checked out, they say it is perfect..
Changed oil, filter,(sparks where clean and light brown ..)also changed.

¿Any idea about what's going on?.
Sometimes ,I have the feeleing tat I accelerate but the car does not accelerate as softly and agile as usual...feel like there is too much fuel going in, or a brake is on...That is not a constant.I have explained that to Volvo technicians but they argue that their computers do not show anything wrong, exhaust has been also checked according to them. All OK.
I have folowed Volvo service instructions since 1993.And it is a jewell. But now is eating fuel as ever¡¡
¿Can you please help me?
From Buenos Aires- Argentina. Thanks for your help.

Answer
Eduardo, Gas is expensive now.  How are you figuring out your milage?  The best way is to fill the tank, drive until next fill up, record milage then divide the miles by the amount of fuel the car took and you get the MPG.  I would check all the turbo hoses and the fuel pressure regulator.  The coolant temp sensor may also be faulty and is dumping too much fuel but then you would see black smoke coming out the tailpipe.  Thats all I can tell you without inspecting the car.  Roger
