Volvo Repair: 1990 volvo 240 dl, volvo 240 dl, fuel pressure regulator

have a 1990 Volvo 240 dl.it refuses to start at all.it just continues to turn over. i have already replaced spark plugs,cap,rotor and plug wires fuel pump . and the fuel pump relay isn't clicking when i try to crank it but there is fuel getting to the engine because i removed the line that runs out of the fuel pressure regulator and plenty of fuel shoots out , what else could it possibly be? im lost please help i need my car back!!!!!!! and i would also like to know if the fuel pump under the car is suppose to stay on continuously? thanks i hope U can help

Were you able to check the fuel pressure? If your spark is constant albeit yellow, it should be enough to start the car.Did you check the under hood fuse by the battery?Check the oil level, see if it significantly higher than normal and smells of gas. Are the plugs wet with fuel?
